Comment DBCC-4497

The Commission should not be justifying the new seats on the basis of road links. The Wales Transport Strategy is clear about the application of a transport hierarchy - so walking, bus and rail routes should be used, not road links. So Newport East and Torfaen should be merged together based on the Marches line, Monmouthshire and Brecon, Cwmtawe and Radnor on the basis of the number 50 bus as an example.
