Whilst it's geographically & numerically convenient to combine Monmouthshire and Torfaen. Given the contrasting rural and urban nature and distinct political cultures of the two Boroughs. Coupled with Monmouthshires higher electoral turnout. The needs of Torfaen will be under represented under the proposed system. Monmouthshire would be better served by pairing with a mid Wales constituency i.e. Brecon and Radnorshire and Torfaen with a similar Valleys community such as Blaenau Gwent.
