Comment DBCC-7064

I have attached an alternative proposal, as my main issue with the initial proposal is the joining of Brecon, Radnorshire and Cwm Tawe with Swansea East. These constituencies do not share a lot in common. The better joining would be Brecon, Radnorshire and Cwm Tawe with Monmouthshire.
