Switch Cardiff North to merge with Cardiff West and merge Cardiff East with Cardiff South and Penarth.

This is due to the Community Resource Team being North/West & East/South. This will make dealing with constituency work easier for parliamentarians and easier for the community resource team on who to contact for any proposals/resolutions. There will be some areas in the wrong area however it will make things easier for all.
