I write in response to the initial proposals included within the Democracy and Boundary Commission Cymru’s 2026 Review of Senedd constituency boundaries, published on 03.09.24.
I support the Commission’s proposal in Chapter 4 (11) that a new county constituency be created from the combination of the Caerphilly and the Blaenau Gwent and Rhymney UK Parliamentary constituencies.
I agree with the Commission’s assessment that ‘there are good road links between the two areas and by pairing these two UK Parliamentary constituencies the Commission would be uniting areas that form part of the Caerphilly principal council area into one constituency by building on the established links that exist’ and that it therefore ‘creates a cohesive constituency’.
I have had a small number of concerns raised with me about the proposal to split the Cefn Fforest and Pengam local government ward between the proposed constituency and the proposed new Newport and Islwyn constituency. However, having spoken to local elected representatives, while this would create an anomaly in terms of aligning different levels of electoral representation, it is not a problem considered to be insurmountable.
