I believe it would be preferable to pair Cardiff South & Penarth with Cardiff East (and, as a result, Cardiff West with Cardiff North).
It seems to me that the two seats that form the geographic south of the city hang together as a more coherent whole than what is currently proposed. They cover all of the coastline, which has both a historical and current shared industrial character, as well as the obvious natural geography of meeting the Severn estuary (the Taff, Rumney and Ely rivers all meet the Severn Estuary in Cardiff South or Cardiff East), which is wholly distinct to the more northern parts of the city which lead into the valleys
There are plentiful transport links, including road and train options, linking the two constituencies. This would also bring together several areas that have existing links. One is the city centre and Cathays, much of which was previously in the old Cardiff Central constituency but is now included in Cardiff South and Penarth. ,.Similarly, in the east of the city , llanrumney, Rumney and Trowbridge. Constituents here will only just be getting used to being removed from the old Cardiff South and Penarth constituency: pairing Cardiff East and Cardiff South and Penarth would now reduce the potential confusion , as well as reflect the arguments that these areas had an underlying affinity, which were made during the Westminster boundary review.
This proposal means that the new Senedd constituency would only span two Local Authorities ( Cardiff and the Vale of Glamorgan) , as opposed to three were they to be paired with Cardiff West (which includes a Rhondda Cynon Taf ward), which, I suggest would lead to greater consistency and simplicity for elected representatives and constituents
